Rep. Ashley Hinson, the Republican candidate for Iowa's open Senate seat, hired Abe Adams as her digital strategy director in September 2025. Adams co-founded Targeted Victory, a digital consulting firm that has worked for Republican candidates including Ted Cruz and Marco Rubio.

Targeted Communications Global, a related company sharing an address and staff with Targeted Victory, received a $9.9 million contract from Israel in March 2025 to conduct social media and paid advertising work. By October 2025, the firm was pitching content to Fox News and CNN and creating YouTube ads about Iran, according to documents reviewed by The Intercept.

A June 2026 Department of Justice FARA filing lists 10 registered foreign agents working on the Israel contract for Targeted Communications. Six are identified as Targeted Victory employees on the company's website or LinkedIn. Adams is not named in the filing.

Hinson's deputy campaign manager, Addison Lavis, previously worked at Targeted Victory and interned at AIPAC. Hinson received more than $100,000 from AIPAC and related pro-Israel PACs in 2026. Her political action committee paid Targeted Victory more than $1.6 million this election cycle for digital consulting and ads, representing 27 percent of total expenditures.

Hinson is endorsed by President Donald Trump and AIPAC. As an Iowa state representative, she supported legislation prohibiting the state from working with companies that boycott Israel. Hinson, Adams, and Targeted Victory did not respond to requests for comment.
