There's a troubling pattern emerging across how we evaluate major projects in this country: we've built a system that penalizes delay and rewards momentum, regardless of what's being rushed through.
Look at the infrastructure decisions happening right now. Massive mergers get expedited approvals. Data center buildouts race ahead before affected communities even understand what's coming. Aid funding gets reallocated based on quarterly metrics rather than sustained effectiveness. The common thread isn't about partisan politics or ideology. It's about incentive structures that favor moving fast over getting it right.
This matters because infrastructure shapes lives for decades. A power grid merger, a new data center complex, or a hospital closure aren't reversible mistakes. Yet our decision-making frameworks treat them like quarterly earnings reports: show progress, move forward, optimize later.
Consider who benefits from this speed-first approach. Project developers benefit from shortened environmental reviews. Tech companies benefit from building data centers before local resistance organizes. Regulators benefit from approving projects quickly, which looks like competence and efficiency in their performance reviews. Shareholders benefit from rapid deployment and asset consolidation.
Who doesn't benefit? Communities that end up hosting infrastructure they didn't adequately evaluate. Patients navigating healthcare systems reshaped by mergers they never debated. Workers in industries disrupted by consolidation that was approved in closed rooms.
The underlying problem is that our institutions reward different metrics depending on where you sit. For corporations and their investors, speed is profit. For regulators, speed is perceived effectiveness. For the public actually living with consequences, speed is often a burden.
We see this dynamic play out across sectors. Energy companies propose megamergers promising efficiency gains, and approval processes prioritize moving deals forward. Tech companies identify locations for massive infrastructure projects, and timelines compress before proper community engagement. Healthcare systems consolidate under promises of cost savings, and the benefits are abstract while the closures are concrete.
None of this requires corruption or malice. The system is simply structured so that the incentives for all powerful actors point in the same direction: approval and speed.
What would change this calculus? Institutions that reward different behavior. Regulators evaluated not on how many projects they approve, but on how well affected communities understand what's happening. Approval processes where delay is sometimes treated as due diligence, not obstruction. Public engagement timelines that aren't treated as obstacles to overcome but as part of legitimate decision-making.
This doesn't mean projects shouldn't move forward. It means we should acknowledge what we're actually optimizing for when we structure processes the way we do.
The current system assumes that infrastructure developers, regulators, and affected communities all want the same thing: fast implementation. But they don't. Communities want legitimacy and input. Regulators want both approval and credibility. Developers want certainty and speed.
When the incentives only reward speed, the other legitimate interests get subordinated. Scrutiny gets framed as obstruction. Community input gets compressed into tight timelines. Real concerns get treated as delays to minimize rather than insights to integrate.
We should notice who benefits when systems are structured this way, and who bears the costs when decisions turn out poorly but are locked in for decades.
